man page provides an incorrect version number

Bug Description
Running "obabel -V" outputs:
Open Babel 3.0.0 -- Mar 11 2020 -- 11:52:36
However, the end of the man page that can be accessed by running "man obabel" provides an older version number:
Open Babel 2.2 July 4, 2008 Open Babel 2.2
Maybe an outdated version of the man page is used?

The issue originates in the original upstream tarball:

It might be that the manpage was not updated since v2.2. Version 3.1.0, however, has the issue fixed. A possible solution would be to backport the manpage from v3.1.0, but then one should take care not to describe features appearing specifically in v3.1.0.
