OpenArena - Odd rendering; looks like UV coordinates are offset or tex clamping isn't working

Bug Description

Binary package hint: openarena

During gameplay some of the particle effects render with what looks like tex address wrap instead of clamp. This is especially obvious with rocket explosions which wrap off the edge of the quad and look clumsy. I'm running on a Dell Inspiron 9400 with a Radeon Mobility X1400.

A screenshot of the rocket explosion billboard artifact is attached.

(This same effect can be seen on the title screen and on in-game lighting flares but it's a bit more subtle.)
