Bug Description
I was trying to add the Mate repository; ran 'apt-get update' and gave me that oneconf error, I tried reporting but it told me to upgrade 'ubuntu-ssl-open' or something similar, that isn't quite right. I tried 'sudo apt-get upgrade' but all the packages were held back; so instead I used Update Manager, and at the end it gave me the same error, except this time reporting the bug worked, which is why I'm here. I have no idea what the bug actually is.
