navigation panel icons missing on standard install of 17.04

Bug Description

The navigation panel has only a single icon. The icons for "Thumbnails", "Reviews" and "Bookmarks" are missing.

As a workaround, what worked for me was:

$ sudo apt install systemsettings kde-config-gtk-style kde-config-gtk-style-preview oxygen-icon-theme

* systemsettings for the app systemsettings5;

* kde-config-gtk-style enables the Appearance module in systemsettings5;

* kde-config-gtk-style-preview allows previewing the themes without restarting the GTK applications;

* oxygen-icon-theme is an alternative theme to use in KDE applications.

Then, run systemsettings5, click on Application Style, select Oxygen as a Fallback theme, click on Apply.

The steps described in #4 did not work for me. I managed to fix it by running qt5ct and selecting "Oxygen" as icon theme there.
Rem: I also have QT_QPA_PLATFORMTHEME="qt5ct" in my env.

The proposed workaround works for me:

1) sudo apt install qt5ct oxygen-icon-theme

2) run qt5ct, select oxygen icon theme, apply.

For me it worked to use the snap version.

1) sudo apt remove okular --purge
2) sudo snap install okular

In 21.04, the following works:

1) sudo apt install breeze-icon-theme

done.
