okular switches to full-screen after software raise

Bug Description
To reproduce the bug, open a pdf file using okular, e.g.
okular /usr/share/
Make sures okular is NOT in full-screen mode (I make the okular window expand horizontally and vertically, but similar problems occur without expanding)
Using a command suchas wmctrl, raise the okular window two times:
wmctrl -a 'qag-test'; wmctrl -a 'qag-test'
Expected result: okular window is simply raised
Actual result: okular window is raised and goes into full-screen mode.
The same happens if the second raise is done using ALT-TAB.
Why would one want to use 'wmctrl -a '? To switch between LaTeX source and PDF output on a small screen.
Same problem with the KDE-4.8.5 version of okular

The problem seems to have disappeared after I removed all okular configuration files in ~/.kde/ share/apps/ okular/ and ~/.kde/ share/config/ .
