I get the same error message when attempting to install ogmrip-oggz on Ubuntu Wily. It looks like the underlying issue here is that libogmrip1 doesn't have an installation candidate. Presumably this happens because the package was available in Ubuntu 14.04, but seem to have been stuck in -proposed since then, unknown why.
