huawei: initialisation fails with pin locked sim

Bug Description

If the PIN in SIM card is locked modem initialisation in ofono fails. The problem is that in huawei's notify_sim_state() sim_state with value is also zero when sim is locked.

An ugly workaround is to disable sim query from the card, for example with a gsm phone.

Upstream now has some fixes for this:

But unfortunately my Huawei E1552 still doesn't work perfectly when the SIM is locked.

Marked as WontFix as it doesn't fit with the current project plans, this was reported against a very old version of ofono, and it was reportedly fixed upstream as well.
