Network doesn't switch from 3G to 2G when low connectivity

Bug Description

Hello,

I've noticed in my flat loosing the network connection to my provider.

I've tested to move in the same room with android and ubuntu.
- ubuntu (in 3G) stays in 3G and lost the phone network connectivity,
- Android (in 3G) switch to 2G and keeps some connectivity.
- Ubuntu (in 2G) keeps some connectivity.

Is it a bug or not developed the automatic switch ?

I am on the Pro 5 with OTA-11 and I sometimes notice a long delay switching between cellular networks. If I am on 4G and the connection drops (which is does frequently where I live) I would expect the phone to switch to 3G or 2G right a way, but instead I am without a mobile connection sometimes for 30 seconds or more. Very annoying!
