No SIM Network when WIFI isn't connected

I have a BQ Aquaris 4.5E running r261 version. For the last 5 updates if the device isn't connected to a wireless connection I cannot receive or make call or msg.

Cell data is currently broken on Wily
I would recommend using the rc-proposed or rc-stable channels which will be known working

With WiFi disabled, the SIM in slot #1 is detected, and the phone registers to the network. Phone calls work, and the mobile data connection is established.

Perhaps the wrong channel was used, but as Pat mentioned, the development release is not something you should run on a BQ phone unless you're doing active development. The images right now are far from stable due to ongoing GCC 5 migration.
