Bug Description
Reproduce (always):
1. Reboot phone
2. Confirm cellular data working
3. Toggle Wi-Fi (on->connect->off)
What happens:
Cellular data is not restored
What should happen:
Cellular data should be restored
Solution: Reboot phone

First, as you're running the development release, I assume you've implemented the workaround to the USB renaming issue which effects Nexus devices already ( see bug #1467640 for the details ).
The version of network-manager in 15.10 is missing several updates which have been made to improve networking on the phone. I'll will be working on landing these improvements over the next week or so. If you've made your device writable, you're welcome to install the latest version of network-manager from our overlay PPA, this should fix the re-connect issues you're seeing.
That said, be fore-warned that if you've made your device writable, and are modifying the system via apt-get, or other direct installs, you risk breaking system updates if/when we start releasing them for the development release.
