Bug Description
The NetworkRegistration interface currently notifies property changes for Status before notifying property changes for operator attributes such as MobileNetworkCode, MobileCountryCode, Name, ...
This causes issues for the location service, and may also cause the phone to incorrectly indicate that the phone is roaming even in a situation where the operator has a roaming agreement in place. This latter happens as it's not possible to determine that an operator should be considered a home network until the MobileNetworkCode is received.
This bug is being reported against RTM devel-proposed #120.
