This seems to be a race condition someplace in the SIM code, as I'm also seeing the EmergencyNumbers sometimes not set properly ( ie. the full set is shown vs. the limited "112 911" that's usually set in the US ). It seems these are all tied together as well, when the CardId and PrefLang aren't present, the EmergencyNumbers is also incorrect. It's pretty easy to trigger this, just keep rebooting and run list-modems.

I tried to reboot about 10 times with Sonera card and I did not manage to reproduce the issue. Of course the values were not immediately readable, but they came.

Bug #1366231 ( ConnectionManager not being restored after FM disabled ) turned out to be a timing issue, and after checking list-modems again, the ConnectionManager interface was re-created. There was some conjecture that this bug could be similar, however I've confirmed that if the properties aren't exposed the first time, they don't magically show up at a later point.

Re-tested on mako with vidid-devel/#111. Fifteen straight reboots and no issues with missing CardIdentifier or PreferredLanguage.

Most likely this was fixed by the re-working of the SIM interface signals which landed in both RTM and vivid:
