[mako] EmergencyNumbers aren't updated from SIM

Bug Description

This is a bug in the proposed ofono package ofono 1.12.bzr6876+14.10.20140904~rtm-0ubuntu1, which is currently undergoing silo testing.

The update to the SimManager creation logic seems to have broken the update of the VoiceCallManager EmergencyNumbers property. Prior to install of this version of ofono with a US/AT&T SIM I see the following numbers:

EmergencyNumbers = = 112 911

With the new version installed, I see:

EmergencyNumbers = 08 000 999 110 112 911 118 119

This is using RTM image #26 on mako. This bug does not occur on krillin.

Re-tested on RTM/stable #16 and vivid-devel/#122.

Cannot reproduce, so marking both tasks as FixReleased.
