Bug Description
#181 on mako.
Phone is unable to "lock" to welcome screen. If I hit the power button the display goes blank, tapping again gets me back to unity, not the welcome screen / usermetrics circle.
Phone dims when I hold my hand over the proximity sensor, indicating the phone thinks it's in a phone call?
Possibly related: I ran out of credit on this phone and tried to make a call today but call didn't complete due to out of credit. I then topped up and made a call. The problem seemed to manifest after this time. Now it seems wedged like this.

Can you still reproduce this problem? As ofono itself really has no direct effect on the screen blanking, enabling/disabling the lock screen, my guess is that this is a powerd bugd.
That said, there's been a recent shuffling of some of the logic from powerd into unity/MIR as well.
If this is still reproducible with image #250 or greater, I would suggest moving the bug to powerd and assigning to rsalveti.
