Bug Description

1. Navigate to System Settings > "Cellular".
2. Turn "Cellular data:" "Off".
3. Choose either "2G only" or "2G/3G/4G".
<https://wiki.ubuntu.com/Networking#cellular-mobile>

In the cellular plugin the Cell data ValueSelector doesn't really allow selection of the data technology. Off does turn of mobile data, but either of the other 2 choices just turns mobile data back on. I haven't found a way to change the preferred data technology, but I suspect it is possible.

Tony said he would have a look if that's possible from the ofono side, assigning to him, thanks!

Design is on https://wiki.ubuntu.com/Networking#A.2BIBw-Cellular.2BIB0_settings_on_phone (choices are "off/2G only/best tech"

This has not yet been implemented on the ofono/rilmodem side.

Right now we're focusing on Critical/High bugs up till release.
