Ubuntu 18.04 oem install oem setup change language xdg-user-dirs-update not running

Bug Description

ubuntu 18.04 oem install with preseed.
If click on oem-setup-prepare shortcut and after reboot, than oem setup will ask for username etc.;
But when choosing another language than the oem installed system (for example ubuntu oem installed in dutch, and than changing the language to english in oem setup first run) and after logout login and/or reboot the user's dirs are not updated in their chosen language. There is also not xdg-user-dir-update popup asking to change the dir's languages.

seems for french language it is working ok. But if changed to english language de home dir's are not translated

i have tracked the error to gdm,
Gdm does not change the language after user setup with other language (and login with password selected).
If I reboot before the user logs in for the first time, all is ok.

I tried to add this preseed value, but seems not working:
d-i oem-config/reboot boolean true
