missing option to (un)set content painting while moving a window

Bug Description
The user should access to an option in order to avoid the painting of the window content while moving a window.
By default, the window content would be painted while moving a window.
Metacity provides this feature with the below trick :
gconftool-2 --set /apps/metacity/
