incorrect default keyboard locale

Bug Description
Steps to reproduce:
1. run nvidia-xconfigure
2. see xorg.conf, keyboard section
3. note that the keyboard locale is en_US and Alt Gr swapping is activated by default
This is not correct, since the user is likely to have some other locale (for me it is fi_FI) and very few need Alt Gr swapping..
This script should sense what keyboard settings was is use in the previous xorg.conf file.

Confirmed. I installed keyboard 'de' and everything was fine, until I needed nvidia-xconfig somehow to detect the nvidia driver.
Then the keyboard was messed up.
I haven't looked at the source code, but it seems, the previous settings are not taken into consideration when running nvidia-xconfig.
