Bug Description
nvclock run in the under a normal user without sudo.
I think on a this can be doungerous, f.e. if it is need to underclock the gpu on a multiusers System.
A change of gpu clock can make a damage to hardware, so only root should be able to do this.

Can this not also be restriced by changing the permissions of /dev/nvidia* ?
I think there is not much security gained if nclock can be run only by root but the device to speak directly to the nvidia hardware has still write-permission for all users.
