Bug Description

Introduce 510-server NVIDIA driver and its fabric-manager and libnvidia-nscq packages, and update the 510 UDA driver series in Bionic, Focal, and Impish.

[Impact]
These releases provide both bug fixes and new features, and we would like to
make sure all of our users have access to these improvements.

[Test Case]
The following development and SRU process was followed:

Certification test suite must pass on a range of hardware:
https://git.launchpad.net/plainbox-provider-sru/tree/units/sru.pxu

The QA team that executed the tests will be in charge of attaching the artifacts and console output of the appropriate run to the bug. nVidia maintainers team members will not mark ‘verification-done’ until this has happened.

[Regression Potential]
In order to mitigate the regression potential, the results of the
aforementioned system level tests are attached to this bug.

Due to https://bugs.launchpad.net/oem-priority/+bug/1964747, it makes the 470 will be installed instead of 510.

As discussion on https://chat.canonical.com/canonical/pl/9frht4wdb38timoir4777bdqha, Alberto is working on u-d-c to make sure it will use 510 instead of 470.

If this `PB` version lands in -updates, then it will block all OEM projects.

I am removing the tags, since ubuntu-drivers-common already has a fix for this in the queue (not a bug in the actual drivers), and we need to move on with this SRU, and proceed with the next driver update.
