vsync doesn't work with nvidia binary drivers when running multiple monitors

Bug Description

I gather this has been an issue for a long time, but I'm just running into it now. basically, the nvidia binary drivers, no matter the version, don't seem to properly handle vsync if you have 2 displays. no combination of options seems to fix this so that it works correctly, there's just always massive tearing in games and videos.
