Bug Description

At first boot the system boots normally, but at restart after a shutdown or restart the boot is frozen in the Nvidia Persistence Daemon message.

Having this issue intermittently with Geforce GTX 1050 Ti. Nvidia Driver 390 was installed using

sudo add-apt-repository ppa:graphics-drivers/ppa
sudo apt update
sudo apt install nvidia-384 nvidia-settings

NVidia Driver 384 seems to be a transitional package https://askubuntu.com/questions/1078964/driver-for-ubuntu-18-04-lts-that-supports-gtx-1050-ti-graphics-card/1078973

A temporary solution is to install lightdm before installing the nvidia driver.
sudo apt install lightdm
