Bug Description

Newer versions of nvidia-modprobe create a device at /dev/nvidia-uvm-tools. This was added in nvidia-modprobe 364.12

Missing this device causes issues with nvidia-docker, as seen at

https://github.com/NVIDIA/nvidia-docker/issues/288
https://github.com/NVIDIA/nvidia-docker/issues/512

and others.

Attached is a udev rule to properly create this device, which would also allow the create-uvm-dev-node script to be removed.
