This is not very well explained, but I have the exact same problem after upgrading to 14.04 LTS this morning.

I will try to go into more detail about the bug:

-Static windows and text within them which have not been moved across the screen (i.e. have not had to be redrawn) in about 5-10 seconds strangely start to 'blur' - the best analogy I can think of is that this blur is very similar to the results of very heavy JPEG compression in digital video files.

-It affects all application windows alike. If the window is 'inactive' it will start to blur.

-It especially affects the terminal and text inside the terminal even if the window is selected/active and you are typing in it!

Sorry, forgot to attach list of dependencies.

Also forgot to mention that I tried uninstalling and pruging all nvidia drivers then rebooting, then re-installing nvidia proprietary drivers - it did not fix it.

I will say that I DID NOT uninstall the nvidia drivers before running update-manager to go from 13.10 -> 14.04LTS

Bad we did not perform the update-dist command, I installed 4.14 from scratch. How to fix my problem?

Okay, the fix for this is to disable FXAA antialiasing in nvidia-settings.

In the terminal, type:

nvidia-settings

Then a control panel will open.

Uncheck the FXAA Antialiasing box.

I can confirm the same issue with my system, using an NVIDIA 660 GTX, running Mint 17 with Nvidia drivers 331.38. Turning off FXAA didn't work for me. None of the settings made a difference. The only thing worked was removing the NVIDIA settings file as suggested by xavier zinn. Now everything seems to be running flawlessly.

Delete .nvidia-settings-rc
you find it by doing a ls -al (it shows the hidden files/directories)

All I did was find the nvida-settings file and deleted it. Log out and log back in, and all should be good. The file gets recreated.
