Run ntpdate after ppp interface comes up

Bug Description
In Dapper the following change was made:
ntp (1:4.2.
* Remove ntpdate init script, instead install a script in
/etc/
interface.

I maintain a setup with an ADSL modem that works as a ppp interface. Because it comes up quite slowly, the init script aproach made booting take 5 minutes.
However, the change to /etc/network/
