Hi,
I can't reproduce this on my system - I think this might be a configuration issue or a special case by having failed to initialize ntp on install.

If you do not need ntp anyway just remove it, otherwise would you mind giving the suggestions mentioned in [1] a try (adapted to ntp of course).

If the workarounds do not help please set back to new.
If you could capture the console while doing the workarounds and attach it here if you reopen that might help understanding your case better.
