add config file to list drivers that do not support unbind

Bug Description

with the recent issues where netplan could not unbind some drivers the idea came up that it might make sense to actually have netplan read a config file with a list of drivers that do not support unbind so that SoC vendors that create a new UbuntuCore image do not have to wait for a new netplan release (and new core snap) but can add their unbindable platform device themselves to a list that netplan will then ignore.

(I'm going through and trying to clean up some old bugs, so apologies if this is a bit out of the blue.)

There's some work in progress to do this. I originally had a PR that would make it configurable but cyphermox has a WIP commit that will just tear out the replugging entirely: https://github.com/CanonicalLtd/netplan/commit/80c56e9f5dfcbd46d65e0bff7a7d5de46f080fe1

So there has been some thought on this and stuff will eventually happen :)

Netplan does not do any unbind/rebind logic nowadays (only for certain SR-IOV setups). So I'm closing this "Wontfix". Please re-open if this is still an issue.
