"nova-manage fixed list" no longer works

Bug Description
After upgrading the Openstack packages in Precise this morning to the latest version, I have found that nova-manage doesn't support the "fixed" (fixed-ip) catagory.
The traceback:
$ sudo nova-manage fixed list
No handlers could be found for logger "nova.virt.
