Bug Description
Installing nova-xvpvncproxy installs the nova-xvpvncproxy service but installs no related upstart job. The service starts as expected if run manually:
# apt-get -y install nova-xvpvncproxy
# which nova-xvpvncproxy
/usr/bin/
# service nova-xvpvncproxy status
# nova-xvpvncproxy
