nova-compute missing dependency on nova-conductor

Bug Description

I did an upgrade from quantal to raring today which upgraded OpenStack to Grizzly and saw these messages in /var/log/nova/nova-compute.log:

2013-04-13 12:42:37.104 WARNING nova.conductor.api [req-eec3e73a-3722-47a5-9a26-b831aa06e324 None None] Timed out waiting for nova-conductor. Is it running? Or did this service start before nova-conductor?

I manually did an 'apt-get install nova-conductor' and these messages disappeared. Also, before installing nova-conductor I was unable to launch a VM.

The conductor would not typically be co-located on the same node as compute services so I don't think this is a missing dependency.

However worth adding to release notes.
