Bug Description
I did an upgrade from quantal to raring today which upgraded OpenStack to Grizzly and saw these messages in /var/log/

I manually did an 'apt-get install nova-conductor' and these messages disappeared. Also, before installing nova-conductor I was unable to launch a VM.

The conductor would not typically be co-located on the same node as compute services so I don't think this is a missing dependency.
However worth adding to release notes.
