Bug Description
LXD 0.20 does not support the features required - a cpu configuration of '2' cpus will pin a container to the first 2 CPU's on the host; as it will do for every instance that's scheduled on the same host.
Memory is OK for now; we can update again once LXD grows better resource management controls

i believe this is obsolete as lxd 2.0 does proper load balancing across cpus. I'm marking this fix released. Please re-open if i'm wrong about what this is really about.
