Bug Description

The flex driver lacks the 'list_instance_uuids' method, which means that the compute manager attempts todo a brute force check by comparing all active instances *in the cloud* with those on the driver.

This means a message gets passed per compute host containing all instances in the cloud - which breaks quite badly at about 12k.
