Move notify osd closer to the panel, as design of firefox has now changed

Bug Description

I remember, NotifyOSD bubbles were moved further down because users complained they could not access the search bar in firefox. However, its been a year since the designs of FF has changed, the bar has moved up and ubuntu is using the global menu. This has saved a lot of space and now if you see the screenshots attached with this report, you will be able to see that there is a lot of space between the search bar and the OSD bubble. I suggest it should be fixed as this would improve the overall look and feel of the OS.

Based on the attached screenshot I'm marking as confirmed with importance: Low as it is a "cosmetic/usability issues that does not limit the functionality of a non-core application".

I notice if the bubble were moved up it would obscure the search field. There's not much space left for it, at most it could be moved up about 20 pixels.

Why should it matter if it's obscuring the search field? You usually have to put the mouse in the search field to begin typing, and that makes the message go translucent, allowing you to see the field. Besides, where it is now has a greater chance of covering content than the toolbar, and the content is what's most interesting.

A close button might also solve that problem, but that's a different conversation altogether.
