Notifications don't appear when running a full screen app regardless of whther the full screen app is running in the current workspace

Bug Description
When running a full screen app in a workspace, no notifications appear when using (non-full screen) apps on any other workspace. Notifications should still appear when the current workspace doesn't host a full screen app.
(In my case, the full screen app was Oracle VirtualBox)
