Bug Description
Binary package hint: notify-osd
If i have, e.g. gnome-terminal open in fullscreen on workspace 2, and I am at the moment on workspace 1, notify-osd won't "send" the notification to the screen. This behavior makes sense if the active workspace is the one where the fullscreen-app is running, but when it is not, it makes no sense what so ever. Sending the notification as `notify-send -u critical "test"` will make it appear anyhow, but a normal notification won't.
I think this is bad design and should be fixed so that the notification will appear as long as the fullscreen-app is _not_ running on the active workspace. This behavior seems to be working with a "no effects desktop", but not with Unity and Compiz.
