This is not a bug. What you see is notify-osd running in debug-mode by default, because we're in the Lucid-development phase now. The reason is to help with identifying apps spitting out notifications with wrongly tagged urgency-levels. The orange lines you see are part of another internal debugging feature of notify-osd regarding layout.
