Bug Description
Binary package hint: devicekit-disks
Ubuntu 9.10 Karmic Koala
With 9.10 I get a bug with the notice/announcement on the upper right corner where it will be too far down (about 100-150px). Also, when I scroll my mouse over it, it will continue fading as if my cursor weren't over it, but when I put my cursor in the spot it should be it will stop fading.

Regarding the first part of your bug-report, this is clearly a duplicate of LP: #438536.
The second part with the "mouse over" I don't really understand.
Please make that a separate bug-report and rephrase in the "1.) I did this, 2.) system reacted like this" vs. "1.) if I do this, 2.) system should react like this" fashion. Thanks in advance!
