[Karmic] Prompts do not blur when mouse cursor is already in the prompts location

Bug Description

When I recieved a libnotify prompt, I had my mouse over a FF tab, and had trouble seeing it, due to the prompt. Usual behavior of the notification is to blur upon mouseover, yet it didn't do that. However, when I moved my mouse off the prompt and back on, it blurred correctly.

How to reproduce:
1) Position your mouse where a libnotify prompt would usually be.
2) Get a friend to message you on Pidgin/finish a Transmission download/generate a prompt somehow (I just did "notify-send "lol"" in a terminal).
3) Notice it does not blur, even if you move your mouse.
4) Move your mouse off it and then back on. It now blurs correctly (expected behavior).

Just to clarify too; this looks to be arch-independent. I submitted this on my 64bit Karmic machine but it's also happening on my 32bit Karmic too.
