Bug Description

Volume control by hotkeys can get really sluggish and annoying, she systems needs about 1 second for each command, and "saves" these commands that take effect later. This makes controlling volume really annoying. It happens mainly if the blinking effect of maximum volume is displayed.

Reproduce (extreamly):
press and hold volume up key for 5 seconds,
press volume down key several times.

Wait until volume reduces...can last up to one minute...

Testet on:
EEEPC1000H - really sluggish
P4-Ati9600 - sluggish (with and without desktop effects)
PentiumM, Nvidia 6600, closed source driver - works perfectly, just blinks one time, no matter how long/often I press

Also this seems to be related to graphics driver the system should respond directly, no matter if or how fast animations can be displayed.

Does this problem persist in Karmic? Kindly test this in karmic and report back,Papercuts are minor bugs that exist in Karmic

 A paper cut is a minor usability annoyance that an average user would encounter on his/her first day of using a new installation of Ubuntu 9.10.

 Don't worry though, This bug has been marked as "incomplete" ONLY in the papercuts project.

Solving that is not trival and requires a considereable development effort. While it is planned to fix this for Karmic Koala (Ubuntu 9.10) it does not meet the criteria of a "papercut".
