fire at-spi events on notification body appends and replaces

Bug Description

When a bubble's contents are updated, either with an append or replace, there needs to be an AT-SPI event fired so assistive technologies know the bubble was updated.

The attached patch fires the 'object:property-change:accessible-description' event whenever a body change occurs.

I plan to work on a proper ATK text interface for the development series that will address this issue with finer granularity.
