Bug Description

Having left my computer logged in but locked for a few days, I came back to it to find 9 dialog boxes notifying me that there are new updates to install. I would have expected a new dialog to only appear if there is not already a dialog present on the screen, otherwise a lot of these dialogs could build up.

Ubuntu Release Info:
Description: Ubuntu 18.04.4 LTS
Release: 18.04

notify-osd version: 0.9.35+16.04.20160415-0ubuntu2

A screenshot showing the 9 dialogs is attached. These all originally appeared on top of each other in the centre of the screen, but I moved them to see how many there were.

I think this is actually a bug in either the Software or Software Updater programs, but running `ubuntu-bug -w` and clicking the dialog showed notify-osd as the program responsible for the window.
