nomacs starts supporting avif with version 3.16

Hi,

I was just testing Ubuntu jammy / 22.04, and although it is becoming a standard image file format, Ubuuntu's support for avif files is very thin. Browsers, converters and graphic editors can support it, but the only image viewer I have found to support avif is geeqie, which is somewhat special.

nomacs, one of the best viewers, started supporting avif with version 3.16. Jammy still comes with 3.12.

I'd therefore like to propose to consider updating nomacs to 3.16.
