Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

This happens because noip2 is already running when it tries to upgrade it.
To fix stop noip2 then reinstall{{{
sudo /etc/init.d/noip2 stop
sudo apt-get install --reinstall noip2
}}}

No! This is not the case here. I already purged noip2 so it is NOT running. At install of noip2 it hangs here:

2 hosts are registered to this account.
Do you wish to have them all updated?[N] (y/N) Y

I can let t run for a night it will stay here without any notice or error...

I cannot reproduce this bug.
I have two hosts too. I tried installing, reinstalling, removing+purging and installing, and it works fine.

It says:

Auto configuration for Linux client of no-ip.com.

2 hosts are registered to this account.
Host xxxxxxxxx selected.
Host yyyyyyyyy selected.

New configuration file '/var/lib/noip2/noip2.conf' created.

 * Starting No-IP.com dynamic address update noip2
