packf is missing from nmh

$ packf +announce/ -mbox -file a
The program 'packf' is currently not installed. To run 'packf' please ask your administrator to install the package 'nmh'

$ apt-cache policy nmh
nmh:

  Candidate: 1.5-release-5
  Version table:

The package nmh is expected to include packf but it does not. Please restore it to the package.

Actually, packf is installed. It can be found in /usr/bin/mh/.

However, on running /usr/bin/mh/packf, I get the error message

"packf: Doesn't look like nmh is installed. Run install-mh to do so."

Of course, the package nmh is installed.
