UVF-Request: nmap 4.01

Some server administrators needs nmap to test the networks.
So Dapper will have a long time support, it would be nice when there could be a 4.x version of nmap in this release because of better performance and detection.
nmap is only a little program and shouldn't decrease stability of Dapper.

As nmap is in main, MOTU UVF can't do the actual approval. Matt, do you have an opinion on the nmap update?

Please be sure that these requests go to both me and Colin in the future,
for fastest response. You can use the ubuntu-release team for this.

nmap is not entirely a trivial case; it does have reverse dependencies, such
as nessus. It needs more thorough regression testing if we are to update
it, and a more substantial justification (it seems to be requested only
because it's newer).
