Bug Description

When running a simple octave example, we get:

error: test.m: /usr/lib/x86_64-linux-gnu/octave/site/oct/x86_64-pc-linux-gnu/nlopt/nlopt_optimize.oct: failed to load: /usr/lib/x86_64-linux-gnu/octave/site/oct/x86_64-pc-linux-gnu/nlopt/nlopt_optimize.oct: undefined symbol: _ZNK5ArrayISsE17resize_fill_valueEv

(see on ubuntu 16.04, linux mint 18.3)
