[FFe] Update nginx to 1.9.14

Bug Description

NGINX has recently uploaded 1.9.14. There are included in this upload multiple bug fixes, but also changes to include support for other features in the modules.


The upstream changelog is as follows:

Changes with nginx 1.9.14 05 Apr 2016

    *) Feature: OpenSSL 1.1.0 compatibility.

    *) Feature: the "proxy_request_buffering", "fastcgi_request_buffering",
       "scgi_request_buffering", and "uwsgi_request_buffering" directives
       now work with HTTP/2.

    *) Bugfix: "zero size buf in output" alerts might appear in logs when
       using HTTP/2.

    *) Bugfix: the "client_max_body_size" directive might work incorrectly
       when using HTTP/2.

    *) Bugfix: of minor bugs in logging.


Rationale for Update:

A goal of the Server Team is to have NGINX 1.10.0 (the next stable release of NGINX) in Ubuntu Xenial, either as a post-Xenial-release SRU, or right before we release, depending on when NGINX releases the 1.10.x branch (which is based off the 1.9.x branch).

To reduce the delta between merges and uploads, and to reduce the amount of work necessary to switch from 1.9.x to 1.10.x in the future of Xenial, it is more preferable to have the latest 1.9.x available as close to 1.10.x release as possible; this makes it much more easier to deal with build failures, or to troubleshoot issues between versions, as there is less of an upstream delta.
There are new features, specifically with enabling some directives to work with HTTP/2. There are also other bugfixes with regards to HTTP/2 and minor logging bugs.

HTTP/2 is going to be enabled in this upload, with Security team approval (see https://bugs.launchpad.net/ubuntu/+source/nginx/+bug/1565043). This will be enabled for nginx-core, nginx-full, and nginx-extras.

* Debdiff between 1.9.13-0ubuntu1 and 1.9.14-0ubuntu1 (direct upload)
* Local sbuild logs (amd64, i386), including 'lintian' checks

Test builds for other arches performed in my Xenial build testing PPA - https://launchpad.net/~teward/+archive/ubuntu/xenial-buildtests/+packages - this PPA will be used for installation testing.

Local tests with the sbuild-created packages in an amd64 VM for upgrading from existing releases have succeeded, without any regression updates (using a default configuration).

This is a screenshot indicating that nginx is running, but also to indicate that nginx's default site page is working. The IP of the VM is also listed so you can confirm it actually operates correctly and that it's connecting to the same system to get that page.
