Package for ocata is broken

Bug Description

The package is missing the bagpipe-bgp code that the upstream source installs as a submodule from https://github.com/Orange-OpenSource/bagpipe-bgp.git. That repo has been merged into the upstream networking-bagpipe repo only after the Ocata release.

In order to be useable, some of the initialization steps that the devstack plugins for networking-bagpipe and bagpipe-bgp perform would also need to be placed into a postinst. Adding some systemd service units instead of the SysV ones would make for bonus material.
