Huawei E398 modem won't reconnect until unplug and plug in

Bug Description
Hi, when Network Manager had disconnected I was not able to use the modem. I had to unplug the modem, plug in the modem and it connected. I have a Huawei E398 4G USB modem. I'm using Ubuntu 12.04 beta2.
