wireless network connection defined in /etc/network/interfaces doesn't work

Bug Description

I have defined my wireless connection settings in /etc/network/interfaces.

When the computer boots up, the network connection doesn't work, but if I login (even by the console) and do ifdown + ifup the connection start working right away without doing anything else. Seems like ifup is failing on bootup.

This is the content of /etc/network/interfaces (changing essid & key)

auto lo
iface lo inet loopback

iface ra0 inet static
        address 192.168.128.250
        netmask 255.255.255.0
        gateway 192.168.128.254
        wireless-essid GNETWORK
        wireless-key restricted s:myprivatekey
auto ra0

Forgot to mention that the problem started showing up after updating to feisty beta early in the morning.

I can confirm this, I am using a prism2_usb wifi adapter (with linux-wlan-ng) which needs static configuration. If I plug it in, it seems like it connects for a second, then disconnects.

If I stop network-manager, the connection comes up fine.
